You cant use PAC3 while running Underdone, you have to use it in Sandbox.

I don't understand what you mean, PAC3 is used in Underdone for the items and stuff, you can't use the editor while playing Underdone, that is blocked.

If he is using the Editor in game on the server then that means he is using the normal version of PAC3 from the workshop which means that other people may potentially be able to access this Editor on the server.
For obvious reasons I am not going to tell you how this is done, other than that he shouldn't be using the PAC3 from the workshop and he should be using the one that came with the gamemode because certain bits of code have been modified to work with the gamemode correctly.
